The CARE Project (Common Approach for REfugees and other migrants’ health) is a twelve month EU funded project, approved through a specific call under the Third Programme for the Union’s action in the field of health (2014-2020).

The CARE project, coordinated by  the Italian Institute  for  Health,  Migration  and Poverty  (INMP), has  been  launched on April  2016, with  the  participation  of  a consortium, consisting of fifteen partners from five EU Member States (Italy, Greece, Croatia, Malta, and Slovenia).

The partnership consists of a broad and highly skilled mix of public health authorities and   civil   society organizations,   all   with   scientific,  policy   and public health background, capable  to ensure  its  general  objective achievements, namely  to promote and sustain the good health of migrants and refugees in EU Member States experiencing strong migration pressure.

In  order  to  achieve  its objectives,  the  CARE project  will  be  implemented  in  close cooperation with national and local authorities of the involved Member States.

In  2015,  1,015,078  sea  arrivals  of  migrants  and  refugees  were  documented  in Greece, Italy, Malta and Spain(UNHCR). Such high figure has intensified the need for  appropriate  healthcare  provision  to

migrants  and  refugees,  particularly  at the entry points, with a focus on specialized tools and health management processes. In this  context, WHO  strongly  recommends ensuring  that  all  migrants and refugees in need for health protection have access to healthcare, with an emphasis on the most vulnerable  groups  (i.e.  minors,  pregnant women,  elderly).

Overall,  as  the  migration phenomenon  is  transnational,  it  is  a  top  ranking  priority  and,  therefore, there  is  a need for  better  cooperation  and  use  of  a  common  approach  between  health authorities  and  professionals  over  EU Member States,  especially  those  facing  the greatest burden of the migration crisis.

In this context, the CARE project aims to promote access to appropriate health care for  migrants  and  refugees,  through an  integrated  model  for  healthcare  provision to be  implemented  in  hotspots  and  migrants  /  refugees centers.  The  project activities are  expected  to  increase  coordination  at  EU  level, promote   cooperation  between health practitioners  and  health  authorities  across  Europe, as  well  as boost  the development of valuable expertise, while supporting public health.

Main  project  instruments  are:

  • the  multidisciplinary  health  approach  to  the  migrants hosted   in   the   hotspots and reception centers of   Italy,   Greece   and   Croatia participating  in  the  project;
  • the use of a portable device containing the migrant’s health data;
  • the monitoring of infection disease risk through an operational platform;
  • and the holistic model for age determination for unaccompanied minors.

TheCARE project  is  expected  to obtain  more  appropriate health  care  deliveries, increased  control  of  infectious  disease  risk at the early phase of migrant’s hosting and better taking care of migrants’ health over the European territory.

The Global Health Center coordinates the activities in Italy related to the analysis of partnerships between public authorities and private non-profit organizations in the delivery of health services to migrants and the collection of good practices at local level in order to provide recommendations to  national and international authorities,  with respect to this public / non-profit cooperation,  in order to improve both the quality of healthcare of migrants and refugees, and screening procedures.
